[gccsdk] Making R3 Cross-compiler

Sounds like you don't have flex installed on your host (see README).

But when you are already at this build stage, you already have your
cross-compiler as you're busy building the RISC OS bison version.  Did
you do "make" or "make build-cross" ? The latter is enough for just
the cross-compiler.
