[gccsdk] build-it riscos failure on Cygwin

Hmm, whatever I try Cygwin still seems to be using 2.61 :(

I've re-run it and got the same result as Alan.

The lines in the binutils config.log file are:
  EXEEXT=''
  EXEEXT_FOR_BUILD='.exe'
